DRAFT FOR DAVID YUSUF APPROVAL — NOT SENT To: JRC-COIN@ec.europa.eu Subject: Medicines Security Index — guidance on pilot design and independent methodological review Dear COIN team, I am David Yusuf, Executive Director of Medicines Security Institute. We are developing a Medicines Security Index to assess demonstrated national capabilities to sustain access to a defined basket of quality-assured medicines. Our consultation protocol v0.2 proposes ten domains and thirty indicators, with explicit evidence denominators, equal domain weights, strict missing-data rules, sensitivity analysis and an independent validation study. The current work includes a candidate indicator dictionary and technically tested calculation code. We have not yet completed stakeholder consultation or populated a comparable country pilot, and we do not describe the Index as validated. Your Open Days guidance recommends a consulted framework and populated dataset. Could you advise whether an initial scoping discussion is appropriate, and what evidence and pilot scale you would require before a later methodological review? We would welcome scrutiny of construct coverage, comparability, self-selected denominators, aggregation and uncertainty. We are not seeking endorsement before review.
